Larrakeyah Primary School Board

As an Independent Public School, Larrakeyah Primary School is required to have an effective School Board that can target membership from non-school stakeholders who have a local interest in the School or can offer specialized professional expertise to the benefit of the School

The Larrakeyah Primary School Board has established protocols, procedures and Terms of Reference, in accordance with the NT Education Act.

The Principal and the Board report directly to the Chief Executive of the Department of Education.

The Role of the School Board is to enhance and provide support, direction and community input into school development, policy and the Delivery and Performance Agreement.

The Principal reports to, seeks advice and gains ratification from the School Board on strategic matters regularly (at least once per term).

Each year, the Principal will provide annual report to the School Board on progress against the Larrakeyah Primary School Strategic Improvement Plans, along with proposed action plans to address identified needs and review changes to the Plan.

About the School Board

The Board has the fundamental purpose of enabling parents and members of the community to engage in activities that are in the best interests of students and will enhance the education provided by the school.

Expressions of Interest

Parents, community members and business/industry members are encouraged to nominate. In making this commitment, perspective Board members should be prepared to:

1.Commit to the School’s Ethos and Goals

2.Contribute to the development of Larrakeyah Primary School Primary School as an Independent Public School

3.Bring relevant Board skills to contribute to the work of the School Board

4.Undertake confidentiality and sensitivity to differing views and have the ability to work in a spirit of cooperation

5.Be willing to donate their time and expertise

The frequency and time of Board meetings will be determined by the School Board. It is anticipated that at least monthly will be held each year, with additional committee meetings and/or special meetings held as required.

Nomination and Elections to the School Board will be made through the following process:

Interested and suitably qualified candidates are invited to submit an Expression of Interest (EOI) addressed to the Principal. The Expression of Interest should include a brief statement about the candidate’s interest in joining the School Board, and include an outline of their skills and experience.

Previous experience on a School Board is not essential; however a commitment to the position and the responsibility is essential. All Board members will be required to undertake formal training. The success of the school relies on a successful School Board.

The Principal and Board Chair will prepare a short‐list of candidates, based on the desired skills, experience and diversity identified as being relevant for the School Board. Successful candidates will be notified in writing of the outcome.

The School Board

The Interim School Board was established at the commencement of Semester 2, 2015. It is founded on the pre-IPS School Council model, with an established Constitution, protocols, procedures and Terms of Reference, in accordance with the Education Act 1999. Its fundamental purpose is to enable parents and stakeholders to engage in the strategic and governance activities that are in the best interests of students and School, and will enhance the education provided by the school.

The composition of the Interim School Board reflects the diversity of the school community, and achieves strategic planning and development goals. Elected and coopted members have the skills and experience required to provide sound governance and informed decision-making in meeting the requirements of the Operational and Strategic Plans. The current team is dedicated to leading Larrakeyah Primary into the future.

The school board was established at the AGM 2016. The  Board convenes at 5pm on the third Monday of the month.

Structure of The School Board

Chief Executive Officer:Principal (Permanent position)

Chair:Board Chair (non staff, elected by the Board)

Parent Representative: 3 x Parents of current attending students

Staff Representatives: 1-2 x Staff Members

Independent/Coopted:Optional 1-2 Community, Industry or Education Representatives

Board Sub-Committees

Sub-committees have been established to achieve outcomes in specific areas including financial management, building & grounds, and traffic safety. The Sub-committees have defined roles and duration of existence and report directly to the Board. They provide an opportunity for parents and community to contribute their passion and experience into specific areas of the School, without having to commit to the Board proper.

Currently, the board has the following sub committees:

  1. Fundraising sub committee
  2. Traffic sub committee
  3. Infrastructure subcommittee

Functions of the School Board

  1. Work within the Department of Education's relevant legislation and regulations;
  2. Contribute to the school's Business Plan.
  3. Monitor the progress of the school's Annual Operations Plan;
  4. Endorse and review the annual budget
  5. Assist with the formulation of Codes of Conduct
  6. Participate in a review of the performance of the school;
  7. Develop interest, within and across the community, about the school;
  8. Assist with the selection of a principal when a vacancy arises
  9. Approvefees, charges, contribution and extra costs
  10. Establish and/or liaise with external partners and committees
  11. Inform the wider school community; and
  12. Support the Principal

The School Board Does Not

  • Manage the day to day running of the school,
  • or resolve issues relating to individual teachers and students and/or parents;
  • Discuss individual issues relating to staff or parents - these are management roles, and therefore the responsibility of the principal;
  • Represent specific interest groups, or permit special interests to dominate the agenda of the Board; intervene in the educational instruction of students;
  • Purchase land, buildings or motor cars, and cannot enter into hire purchase agreements or obtain credit or loans, unless permission is given by the Minister; and
  • Performance manage the principal or any other staff member
